Scams and frauds

Lotteries, like any form of gambling, are susceptible to fraud, despite the high degree of scrutiny claimed by the organizers. Numerous lottery scams exist.

Another form of scam involves the selling of «systems» which purport to improve a player’s chances of selecting the winning numbers in a Lotto game. These scams are generally based on the buyer’s (and perhaps the seller’s) misunderstanding of probability and random numbers. Sale of these systems or software is legal, however, since they mention that the product cannot guarantee a win, let alone a jackpot.

There have also been several cases of cashiers at lottery retailers who have attempted to scam customers out of their winnings. Some locations require the patron to hand the lottery ticket to the cashier to determine how much they have won, or if they have won at all, the cashier then scans the ticket to determine one or both. In cases where there is no visible or audible cue to the patron of the outcome of the scan some cashiers have taken the opportunity to claim that the ticket is a loser or that it is worth far less than it is and offer to «throw it away» or surreptitiously substitute it for another ticket. The cashier then pockets the ticket and eventually claims it as their own.

The BBC TV series The Real Hustle showed a variation of the lottery scam in which a group of scammers pretended to have won a lottery, but was prevented from claiming the prize as the person who wrote the name on the back of the ticket was supposedly out of the country on that date. They were able to persuade a stranger to put up money as collateral in order to share in the prize pool.

On some occasions, the actual lottery draw itself has been compromised by fraudsters. The 1980 Pennsylvania Lottery scandal involved weighting balls in . In the Hot Lotto fraud scandal software code was added to the Hot Lotto random number generator allowing a fraudster to predict winning numbers on specific days of the year.

In 2003, Mohan Srivastava, a Canadian geological statistician, found non-random patterns in «Tic-Tac-Toe» tickets sold by the Ontario Lottery and Gaming Corporation. «Tic-Tac-Toe» was pulled off the shelves, and became the first game ever recalled by the OLG.

Unlike in the United States, where lottery wins are taxed, European jackpots are generally tax-free (the lotteries themselves are taxed in other ways) and jackpots are paid in a lump sum. For example, in the United Kingdom’s National Lottery, wagers are split between the game operator Camelot Group and the government, with Camelot distributing its share among prizes, operating costs, profit, Camelot’s ‘good causes’ programme, with the remainder going to the government as value-added tax (VAT) due.

History

The National lottery was introduced to South Africa on 11 March 2000. At the time it was run by Uthingo.

After a marketing effort that aimed to reach 80 percent of South African homes directlymore than 800,000 tickets were sold in the first day of availabilityNearly R70 million worth of tickets were sold in the first three weeks of operation.

In October 2002 operator Uthingo suggested a daily lottery to supplement the weekly draw. The concept, called Keno, was rejected by the trade and industry ministry in March 2003.In November 2003 the Lotto Plus game was launched, acting as a supplementary weekly lottery available on the purchase of a primary lottery ticket, with an entry fee of R1.

In July 2006 the Gidani consortium, featuring Greek company Intralot as a technical partner, was judged the preferred bidder to operate the lottery for seven years starting April 2007. The operating licence was awarded in October 2006.In March 2007 the Pretoria High Court set aside that award on application by incumbent Uthingo, finding that the failure to adequately investigate the shareholders in some bidding consortia left room for conflicts of interest.

Following the final draw by incumbent Uthingo, the lottery was indefinitely suspended in April 2007.

In September the operating licence was awarded to Gidani again.When ticket sales re-opened in October more than 200,000 tickets were sold within the first three hours. Gidani introduced scratch cards, but they were discontinued for several months when they lost their licence to Ithuba.

All lottery winnings are subject to Federal taxation (automatically reported to the Internal Revenue Service if the win is at least $600); many smaller jurisdictions also levy taxes. The IRS requires a minimum withholding of 25% of the prize (minus the wager) of any gambling win in excess of $5,000. However, the net for a major prize often is misleading; winners often owe the IRS upon filing a return because the Federal withholding was below the winner’s tax obligations. Nonresident U.S. lottery winners have 30% of winnings of at least $600 withheld.

While the largest lottery prizes in the early history of U.S. state lotteries were “annuity-only”, these lotteries gradually introduced a “cash option” for these games.

For various reasons, an annuitized jackpot can have a higher cash value than a larger annuity with a lower cash value. Examples include the annuity structure of various games: while Mega Millions’ and Powerball’s annuity option each are 30 annual payments, Mega Millions’ annuity payments increase 5 percent yearly, while Powerball increases 4 percent yearly; this makes the Mega Millions’ annuity structure somewhat more “inflated”.
